The Obama administration has issued a final rule aimed at preventing state lawmakers from cutting funding for Planned Parenthood or other clinics that provide abortions. The rule, issued Wednesday by the Department of Health and Human Services, requires that organizations that provide family planning and preventive health care services not be barred from
receiving grant dollars under a certain federal program for any reason other than those related to their “ability to deliver services to program beneficiaries in an effective manner.” In doing so, the regulation effectively clarifies that providing abortion services cannot disqualify an organization from receiving these funds.
